It’s Agent Coulson over the radio who says, “You can’t send Dr. Banner back. It’s too risky.”
You want to ask why for a minute, but then you remember about the non-human detection mechanisms in place and the potential for him to need to transform and the fact that if you do go back, they’ll be expecting you this time. The kind of non-standard DNA Bruce has is, unfortunately, not the kind that will help him if they decide to attack, unless he’s already transformed, and so when you volunteer to go in in his place, Bruce is only too happy to agree.
It’s the first time not having superpowers has been any help to you at all.
Sitwell and Coulson insist that you be accompanied, though, so you agree to take some protection with you for the road. “And someone else who won’t be detected,” you say, as an afterthought. You probably won’t be able to handle the whole thing on your own.
