Understandably, the cells’ occupants (who, let’s face it, have been prisoners of Hydra for long enough to learn wariness) are terrified when Mjölnir comes smashing through their walls, and it takes some gentleness from Natasha to coax them out. (Okay, it takes a lot of gentleness from Natasha, because it’s been maybe two minutes since they’ve seen her snap a guard’s neck with her legs, and so she’s pretty much as terrifying as Thor to them at first.)
Still, you get them out eventually, and they fall pretty willingly into order, scared and disoriented as they are. You hate seeing anyone that way, but it’s also convenient in this case, because it lets Natasha lead them to the extraction point without a lot of difficulty while you and Thor provide additional protection. It’s hardly necessary, once you take care of the bulk of the prison guard contingent, but you’re taking a leaf out of the Coulson book on prisoner evacuations and making sure you cover every safety-related base.
