The tower is bigger than you expected. As you approach it, you can see guards patrolling outside. Not a lot, but based on the vehicles scattered around the site, you're pretty sure the tower itself is heavily fortified.

There's a moment's silence and then the debate begins. Steve, frowning and biting his lip as he slows the hovercar, says something about fighting your way up to the control room. Natasha argues that it should be possible to sneak up without attracting too much attention, if you're careful; Tony looks doubtful and says it would be best if he just flew everyone up to the top, one at a time, using the armour, and then you all fought down instead of up.
